I have. I thought it was pretty great. It doesn't allow as much movement, but it was great.

I've done it once or twice when I was younger. It makes good practice for when the time really comes. Yea, condoms do tend to restrict sensitivity and thats always the complaint about them, but I think there are various condoms out there that are supposed to make it feel "real". If put on correctly, the tip at the end is supposed to catch the cum so shouldn't be that messy except maybe when taking it off and it drips and runs all over the place.
