Is there a certain factor that causes bulges? I've seen guys that are large not have bugles while guys that are small have them.

My shirt normally stops mine from being noticeable, and I wear looser jeans

It depends how tight the clothing is and the direction you "wear" your penis that creates a more defined lines etc etc.

What do you mean by bend?

What about people who wear pretty loose clothing, but still have one?

the type of underpants you wear, boxers instead of briefs, can show or not show a bulge

this. Underwear is the most important. then what others have said.

By the bend or by still having a bulge with loose clothing?
Edit: It can't all just be underwear. I've seen guys in all types have bugles.

Im not sure what you mean but if there is physically more penis there is a direct correlation to the size of the bulge.

Underwear is a big part of it,but not all of it since I've seen someone with a bulge in boxers, pants/shorts is part of it. Then physically there are 3 parts too, how big you are, what direction it is, and of course if you have a boner or not

Mostly how tight your clothing is, and probably also how your penis hangs flaccid, because it can be smaller but still stick out a bit. The way your orient your penis in your pants could also make a difference I guess.

Depends on how tight your clothes are and whether or not you've got a semi or a boner I guess.

When I'm warm, my balls hang and when I'm cold, my balls go tighter. When I'm cold I have a huge bulge (I'm not bragging or anything but!...)

So when talking about tight clothes, are we talking about pants/shorts or underwear?

I actually answered that, and listed other reasons too in my last comment

I always thought tight underwear was supposed to reduce the bugle though.
I mean, if someone is wearing totally loose clothing, they are small, they don't have a boner/semi, but they still have a bulge, what is causing it?

Well there is something there, no matter what there would be a bulge, like putting a rock under a heavy rug, you will see the bump whether the rug is heavy against the rock or not. Same with underwear and bulges, it is potentially visible whether you're wearing boxers or something like compression shorts and boxer briefs, I've seen bulges in both so that would be my guess as to why
