Define dekerantinize?
Keratinization refers to be a process whereby skin cells that would otherwise be moist lose that moisture and become dry and hard. In the more extreme cases the skin becomes much thicker and much harder as in the case of finger and toe nails, for example. The fact nails keratinize to a much greater extent than normal skin shows it is not just exposure to air that determines the degree of keratinization.
In the case of the surface of the glans it is exposure to the air and friction from underwear that will lead to the surface being harder and dryer for someone who is circumcised than for someone who is not circumcised. if you want your glans to be like someone who is not circumcised then you'll have to investigate foreskin restoration (Google it). It is not quite the same as never having been cut but it is the closest you can get. If you are able to restore some foreskin the glans skin that is then under it will not dry and will be protected from friction and I would expect the keratinization to disappear with the normal replacement of skin cells, i.e. where the outer ones are worn off and replaced by fresh ones from below.

Assuming that dekeratinize means what the person above has said I am not really sure if there is a way to make your penis head moist like the way it was when it was under a foreskin. Chances are if you were circumcised past the age of 10 it might have been done for medical reasons which is why I am not sure if foreskin restoration might be the right thing for you. If your penis head is really dry when you masturbate, then you definitely should try to use lube which should help out. If you started masturbating before you lost your foreskin, then it might feel kind of weird suddenly having to use lube when you kind of had it naturally when you had a foreskin.
If your problem has something to do with your penis head being really dry, then you should use skin moisturizers to keep your head moist. Chances are it still feels raw and uncomfortable for your penis' head to be exposed unlike guys who have been circumcised since birth who do not know any other way. You might want to stay away from tight clothing and try to make sure your underwear is not tight such as using boxers so that your penis head is not always being rubbed the wrong way.
If your penis head is really becoming uncomfortable to the point it is becoming irritating, then I would really look up the urologist who performed your circumcision and let him/her know that things are not going so well and to see if anything can be done. Especially if you are having issues with your penis head being desensitized or other issues, then talk with your medical professional to see what can be done.

I've been using just a moisturizer on my head since getting cut, and it's kept it pretty much like it was. I mean, a lot of it, so maybe not the best answer

Just expose it to more water or liquid substances
