Okay so I went to my doctor today and I explained that I am allergic to sun screen. So he said that since that is your case you have a higher risk then a Adult female at the age of 23 so should i worry.

Nah, don't worry. I used to be allergic to sunscreen when I was younger. Didn't cause me any problems.

Did he say a specific ingredient in sunscreen or just sunscreen in general? There might be a time of sunscreen that you aren't allergic to. Here are some tips:
Wear a shirt when swimming.
Wear different sized shirts to avoid "farmers tan".

This is probably a good suggestion to find out. My older brother is allergic to one ingredient that is in most sunscreens (I forget what it is exactly) so he just has to buy a certain kind that is a little more expensive.
