I've heard people talk about like a football helmet penis head, what is that? Does it develop over time or what? Is it for cut or uncut guys?

They are refering to the Head of the penis, properly known as the Glans. Every make has one, but in circumcised males it is exposed because the foreskin has been cut off.

It's the kinda shape of the head of some guys penis's. I suppose it can develop as your growing up, but it just depends on your body. I think both cut and uncut guys can have it

both cut and uncut guys can have a helmet head penis, its called that because its more bulbous and r ound than pointed. It very rarely develops, but sometimes it does. Every boys body is different
