It can vary wildly from boy to boy, and how frequently the number of times they cum. For the 14 year old, he may be in his early days - as you say for him it was a bit more watery, so less thick. Being quite hydrated (drinking lots of water) can also affect it. Not J/O for a while helps too, as well as the PC muscle at the base of the penis (the one that a boy feels as it tightens and shoots the cum). We are all different :-)

Looking at your specific examples I can understand the assumption that the 18 would be expected to be fully developed or nearly so and the 14 y/o less so but while this is frequentyly true of visible external signs such as height, msucles and hairiness it seems it is not so true for other parts of develoment.

Wikipedia reports that a study found that by two years after they first start to ejaculate, on average, boys volume of semen and the number of sperm are up to adult levels. As the average age for a guy to start ejaculating is 12.5 that would mean on avergage reaching that point at 14.5 years. Of course there is a wide variation and you don't say whether the boy you saw was an early, late or average developer.

Now other people have said, and it is my own experience too, that being more highly aroused can lead to a more plentiful and more forceful ejaculation. Often that comes from staying aroused for an extended time before finnally cumming but it can be due to other things increasing arousal. Also bear in mind that, depending on the lead up to you witnessing the boy ejaculate, he could have been anticipanting it, and aroused by the thought of it, for some time before it actualy happened and certainly he would be likely to find the situation very arousing.

Like others have said it honestly really does matter how long it's been since last bating plus level of arousal (like if a girl is watching, etc). BUT there are other things too that could change it.
