Firstly, 4 inches is not really that small. The penis doesn't stop growing until roughly the age of 21, at which point it is between 5-6" on average. If anything, 4" is on the right track for average. Going to the doctor like someone suggested has almost no point at all. If it's just your penis size which you're worried about the only thing that they can do is tell you it's normal. No surgery or pills will enlarge your penis. Whilst there is speculation of exercises they rarely work, and they're dangerous anyway whilst you're still developing.

1) You can't just decide "I want a bigger penis", go to the doctor and have him do something to make it bigger. It does not work like that.
