During the previous times, were you fine with it? If so, I don't think anything as wrong. If not, then yeah it was wrong and you should probably tell someone.

During the last time, if you didn't feel comfortable, just talk to him and say you aren't fine with it. If he responds negatively to that or if he continues anyways, try to avoid him or just tell someone. If he stops after you had talked to him, he probably respects it and just assumed you guys still had a close connection (assuming you were fine with it the many previous times)

I know the law,and i ain't talking about it.If you say a kid ,you need to be more precise.For me kid is someone till age od 10, 11 cause you really can't say he knows what is he doing,but we are talking here about guy 15 y old...You want to tell me he or anybody else around age 14 or 15 ,doesn't know what is he doing and what does he want ? how to you explain than open gay people at age of 13,like we have here ? I'm guessing when all of this started you must have just started puberty and probably thought it was cool that someone older was doing something "adult" with you. I think it is shady that your cousin who is seven years older than you was doing sexual things with you especially since I am guessing you must have been around 12-13 when this was going on. My take on the situation is that you must have moved on as a person when your cousin stopped doing things with you, but it seems like your cousin wants to restart the relationship. Clearly, your cousin is not straight, and he probably thinks doing sexual stuff with a relative is not the same as doing it with someone else. If you're not all right with being sexual with your cousin, then you have to let him know and tell him that he has to find another guy to have sex with. The fact that he started jacking off in front of you is a clear sign he wants to do sexual stuff with you again.

Sex and relatives never mix, and there is a pretty big age gap between you and your cousin, too, which is not good. Your cousin is an adult, and you're still a teen meaning it is not ethical or legal for him to touch you sexually. I would stay away from the guy if he only wants you for your body and let him find someone his own age to have sex with be it a boy or a girl.
