She's probably not ready. Take it slow, and maybe later on she may be ready. It's normal to want to have sex as a teen.

It's perfectly normal to have sexual desires. Especially when you're a raging hormonal teen! However, it's not always right to keep asking someone to do that kind of stuff with you. :)
