Scrotum size

Is there any correlation between scrotum size and how much sperm you have built up? Like, I've seen some guys with really big sacs and mines just kinda loose most of the time. What makes this difference?

Well everybody is different, and all people have different comfort tempetures e.g. if a man in spain went to alaska he would think its freezing when a person in alaska finds this normal, so basically your ball sack goes close to your body when your cold to keep warm, and when its warm it drops down to keep cooler.

about the sperm build up, yes that means they may have more sperm inside (if the actual ball bits inside are big) but it doesn't mean they will cum more.

So I's normal to have a small scotum

there isant really a corralation, your scrotum loosens and tightens to maintain the perfect tenperature for sperm production!!
