It's 100% normal. The clear fluid you are seeing is called semen, which is what carries sperm out of the penis. :) As you get older you should produce more sperm which will even out the liquid you are seeing.

That mixed colour is a normal stage before it turns completely white. It is more common for someone of 16 to have fully white cum but is not unusual for it not to be. Give it time and you'll be producing more and it will be fully white.
