I don't think it allows then to just keep thrusting and not cum, but masturbation helps you gain more control over ur orgasm and once u learn how ur body feels before blowing ur load, you can slow thrusting, pull out, or stop before you cum to extend the sex session

Yes, if they practice. Any guy will know what I'm talking about when theyve had to stop peeing in mid stream to do something. Basically you want to try to do that right before you come. and doing it ten to fifteen times while peeing everytime is good practice too. It's just like working out the more you do it the easier it gets. Now another thing you can do is when you are masturbating rate your "going to cum feeling" on one to ten (one being not at all and ten being its right now).
