I think you can just log into your router and find out that way what devices are logged in.

It should, somewhere in the settings of your router, say what devices are connected. Also, you do know you can just change the password, right?

If you don't want them to easily get in, use MAC address filtering(look it up for your model of router, either the manual or one of many tutorials online will tell you how) for wireless.
It goes without saying you should choose a strong password, and use WPA2 encryption, if available(which it should be, by now).
If you want to scare him, probably confronting him alone will make him feel guilty. Watch for his avoiding of eye contact, sudden defensiveness, and shifting of weight. Take it one step further by spinning up some story about law enforcement or something.
With a bit of technical knowledge, it isn't too difficult to log most of his activity, or only grant him access to sites of your choosing. Then, when passing by him some time later, you can ask him how his internet's doing, with a wink of course.
You could even share your internet, like a good neighbor does - for a monthly fee, of course.

On your router, there exists an ARP table. ARP is a protocol that resolves a logical address on a subnet to a physical address. You may blacklist his MAC address, though a MAC address is extremely easy to spoof. Some routers offer the ability to carry a whitelist of exceptions. You could also install an open source enterprise level firmware release on your device if you want more functionality. What is the level of encryption on your home network?
