Ok so we met after one of my after school-clubs one day, and she took a picture of me with my friend. Me and her started to throw snowballs at my friend for a little while and we had a good time, but we didnt really talk much. I followed her on instagram, and we had a few conversations in the comments sections, then i got her Kik. We Kiked till 4 AM, and we exchanged jokes, and what youtubers we like etc. Earlier that day i asked on her ask.fm "r u crushin?" (anon) And she replied "I'm not sure... I don't know the person enough to tell :$ but uhm yeah idk" That may or may not be referring to me. Also I'm a 7th grader, and she's an 8th grader. It would be kind of weird for me to date her cuz her little brother is also in my grade and hes one of those "im popular and above you" type kids i think. Do you think after a while I should ask her out? If so, where? (I'm kinda broke so a food place wouldnt be too great) And if i should ask her out, how should i do it?

This is really a thing you have to ask yourself. Personally I think dating or 'going out' is just a bit pointless in middle school. Neither of you can drive so I think its fair to say that you could ask her to a school dance.

You should not feel any pressure or worry about having her as a girlfriend if you are to ask her out. Maybe also looking ahead a little and saying what could come from dating her(although it is trial and error). The age difference, well that shouldn't matter, 1 year is alright and you might gain some respect from getting a chick older than you ;) Her brother should play the minimalist part in your decision as well. A date that isn't expensive, considering it seems like winter(???) I say maybe watch a movie at yours or go out for hotchocolate/picnic.
Ask questions my friend, because they get left behind once you fall for some. Do we really have something going, what good/bad things could come out of this. Just the simple stuff :)

Omg i found out she likes Pokemon and I'm a huge Pokemon Nerd. She also like Ironman better than batman. (SOMEONE FINALLY UNDERSTANDS) she has a good taste in music, (well at least a taste that i like) and likes books, so it will help me stop being glued to my tech (thats good). She's also fairly attractive too, so i think I'm going to ask her out in a few days.
