Your puberty is definitely unfinished, and you have to see an Endocrinologist. Your problem is not exactly unknown, and there are definitely guys out there who never have started puberty. Since you're 18 and can't ejaculate and still look really young, then you have an issue. At this stage I am sure the doctors can repair things since you are still officially a teen. I would not get discouraged because what I had seen on the Discovery Health channel showed that the guys who had gotten treatment ended up all right. At least you did not wait until your late 20s/early 30s like those guys, and you should be fine. I think there was this other guy like you on here who had to go on hormone treatment around your age, and he quickly caught up with everyone else and ended up being like other guys. His body just needed a jump start to start and complete puberty, and you're probably the same, too.

Perhaps you've never tried to masturbate? You don't just ejaculate when you get hard, you have to stimulate your penis. :)
