Am I small for my age?

I'm 15 and my penis is 3.5 or 9cm hard. How small am I compared to other guys my age and when should my penis start growing? It hasn't started sense I began puberty at 13 (at least I think I started at 13) will my or is grow? I have pubic hair and a little bit of armpit hair. In starting to get hair on my arm and I have a good amount of leg hair and I have long hairs on my chin and hair on my upper lip. I can also ejaculate. I'm skinny and I'm 5'7 as of July. Will it grow and am I normal?

I'm almost 15 and I'm just over 5.3-4 ish and you still have plenty of time to grow! You're completely normal. Not everyone starts young. Others can start older, as well. Everyone is different.

You are normal. You have another few years where you can grow.
