This is completely correct, or at least what I did the last 2 times have shaved ( once when I was 13 and again when I was 16), it worked like magic still was uncomfortable but it helped, also I would advise taking a warm shower.

let it heal the reason you have razor burn is because the skin wasnt warm enough (do it in a hot shower) your hair wasnt soft enough (use shaving cream) the razor may not be sharp enough and always shave with the grain (the direction it grows)never shave backwards against brissly hairs or you just shave the tip of skin off the hair follicle

The best you can do is not to shave again so you won't have these sting and itches.
