You're just a late bloomer (aka started puberty a bit later than others), it does kinda suck but don't worry, everyone evens out in the end. I was kinda like you when I was 13, but by 15/16 I guess you could say I had caught up with the rest of my friends. You'll do the same, try not to worry about other guy's development in the meantime.

Being a bit smaller is completely normal. Everybody develops at their own rate. You probably just started puberty a bit after your classmates. As for masturbation, basically everybody does it. I would actually be a bit surprised to find someone who doesnt.

You are completely normal. Boys can start to develop as early as 9 or 10. Or as late as 15 or 16. Average is about 12.5. You may just feel that way, but here will be a real mix of sizes at 13. And don't worry a lot or you will still be growing

Yea, again its just because you're kinda a late bloomer but I bet you'll be able to before you turn 14. Enjoy it while you can't though, having to clean up once you can sucks.

To anwser your question. No it won't stop growing (at least that's what I've been told) and you won't stop at 13. I'm 15 and I'm 3.4 hard I haven't started growing yet so I also feel…bad/odd.
