I am not sure what problem you are trying solve here. Are his cum-crusted tissues causing a smell that you cum rag does not? Or is the problem that they are there for your parents to see and you are concerned they will think you are responsible for them? Or is it that they make you hesitant about friends seeing your room?

As you are both comfortable about the other one doing it that's the hardest part over so whatever the issue is just talk to him directly about it. Something like: "Bro, it's embarassing to have friends round because the bin is always full of crusty tissues. If you want to use tissues to wipe up then please either empty the bin more frequently or flush them. Alternatively use a cum rag like I do that can be kept out of sight".
