Having now measured my erect penis with foreskin retracted it comes in at 4.3 inches.

I'm 15 but turn 16 next month, is this a small size? It feels small.

It sound like you're just a bit of a late bloomer. Average adult size is 5 to 7 inches. You still have plenty of time to grow.
