I would tell him he isn't old enough yet. But he sounds persistent, so he probably wont just leave it at that. If he still wants to know, you don't really have a choice but to explain it because, once again, he might go to your parents.

You've probably told him all you could tell him. if he does come back saying he's tried, but it's not working, let him know that his body is just not ready yet. Let him know the age you started and he just has to wait. Only if he asks that is.

Thanks for all of your advice. He has come back once and told me he tried it and it felt good. idk if he had an orgasm or what, but he did have some pretty easy questions to answer. One was he wanted to know what ejaculation actually was, which was easy to explain, and then he wanted to know how much normally comes out when you ejaculate, which I just told him it varies. His last question was one I kinda dodged because he basically asked if and how girls play with themselves, and I just told him they rub their private part like we stroke ours. I don't think he has started ejaculation yet, and maybe when that does happen we may have to discuss clean-up but for now we seem to be good. I'm glad I could tell him about it, because if I wouldn't have heard about it from friends, I probably wouldn't know about it.
