I can ejaculate, but I don't always pre-cum when aroused. I do pre-cum but it takes a bit of time to, and the amount is not that much. Does this mean that I'm not fully developed yet down there?

ur not fully aroused but all guys r different. I have a lot of pre cum

Could be - but if or if not you get pre cum usually depends on time aroused and the extent.

You're both normal. I even personally find I can vary wildly. I can get loads if I'm really horny and taking my time. Other times I can get practically none.
