Am I developing slowly?

I'm 15 and my penis is extremely small its 3,4 erect I'm pretty sure it hasn't grown sense I started. I have pubic hair around my penis and my balls and peach fuzz on my upper lip and chin. I have like 5 strands of armpit hair and I'm starting to see the start of a happy trail forming. Also I did the tanner stage calculator and got 3.4. Am I developing slowly.

PS: I started puberty at late 13 (at least I started to get pubic hair). I can ejaculate as well.

If you started when you were 15 I would say you're okay. You may be a little behind for how long puberty has been going on, yet for most people puberty starts earlier than 13. I wouldn't sweat it, expect to see more change as time goes on, you're just a late bloomer.

Sounds like you're developing normally. Different things will develop at different rates for people. You can continue to grow for a while

You are actually pretty normal. I couldn't ejaculate until I was 13 and got pubes when I was 11. I am a 3.4 also on the tanner stage and you are only two years older than me so I think you are fairly in the normal range. You are a slightly late bloomer but not much. The average starting age for puberty ranges from 9-15, sometimes as late as 16 or even 17 (after that you need to contact a doctor, he can give you testosterone to help boost you along). I've seen people in worse boats than you, so don't worry. Everything comes in time. :D
