No I wouldn't think that's possible. They might not finish out being as big as some other girls but all will at least get "a little something" long before they're done puberty. If you're worried about this yourself, you ARE still 13. Long long way to go before you're done with puberty! So no worries! :yeah:

its not possible. your breasts grow in order to produce milk to feed a baby. i mean, you might not be like a 36DD, but they have to have grown by the time you are done with puberty.

In rare occasions, breasts do not develop. However, I've never seen an adult female without breasts (except for ones who have had to have them removed due to cancer), so this really doesn't happen often at all. A lot of breast tissue is really just fat, so if you're very thin, that could contribute to you breasts being smaller than you'd like (I have a friend who's 17 and still barely an A cup; she's quite short and very skinny). Like everyone's said though, you're not done with puberty yet, you've got plenty of time to develop, you might just be a little slower than some of the other girls your age. It's perfectly normal.

I doubt it's possible for a girl to go through puberty and not grow breasts. Women may have breasts small enough for them to be not even noticable but they'd still develop in the same way.
