I am 13 and I am 4". You and me both have PLENTY of time left to grow. Your dick doesn't reach its full size until you're 25!

Try not to let it get to you or make you feel bad, I'm 17 and my penis is only 4" hard with a 2.5" girth and I've been that size since I first ever measured so I'm still hoping for growth :p at least you've got two more years in your growing time than me! :p and I had a really close friend who was tiny and at 16 he had 3" and by 18 he shot up and is now 8"! So it is possible :)
