Well, puberty can affect how easily you build muscle. I know I'm a girl, but from my dad I've inherited the ability to build muscle with less effort than the majority of the population. I did dance for most of my childhood and my legs were always sticks like everyone else's until I started going through puberty. Then the work that had caused no visible muscle growth before, suddenly made my legs bulk up. So it's possible for puberty to affect that sort of thing, though I don't think it really makes you any stronger. Most guys I know who have a fair amount of muscle work out. Either through weight training for sports, or by going to the gym. It's the only real way to build muscle.

During puberty, the same hormone (testosterone) that causes all the fun sexual changes also enables large muscle growth. So, if you work out those muscles (anything form anerobic exercise like weights, to aerobics like biking and running), the muscles respond by increasing their mass.
There are guys who, because of genetics, seem to develop larger muscle mass faster and with less effort than other guys, but the fuel for this growth (testosterone) is present now during puberty, so with a gradual change in exercise patterns, muscle development is relatively easy to accomplish.

Most muscle development comes from working out. I run, so I don't have any upper body, but I have strong legs. They're not like bodybuilder legs, though, because I do a cardio exercise. It all depends on what you do mostly.

Puberty will give you more muscles but they won't give you the big strong muscles like many people think.
About midway through puberty you will develope more muscles (arms and legs get bigger or leaner etc) and it's up to you to build them up.

He could have a strong metabolism and maybe he does workout every now and then
