I think the kids were just immature! I feel bad for the kid they made fun of, but it seems like in society we always put that one person out even if we do the same embarrassing stuff they did. It's very common and normal for people to single one person out to bully, unfortunately. However you made it seem like you were the adult or supervision in the situation so i think the right thing for you to do is go over and say knock it off because you guys all do it too. :)

At that age its going too happen all to often and at time you can't control it. Im sure the laughing can go both ways depending on the friends your with. Maybe it's because they're 12 to 13, and are just starting in their pubescent stage. They're immature when it comes to this stuff, so they laugh whenever someone gets a boner in a public locale. And I don't think it's wrong for you to be looking at them. Curiosity is okay, for as long as your conscience is clear.

12/13 year olds are, as I'm sure you are aware, crazily immature. I'd put the "jerking off" afterwards down to just experimentation, however I can never imagine that happening at any of the environments I've been in.
