I agree with what most people said on here it's no big deal. In my school our urinals are kind of rounded and don't come out far from the wall and there are no dividers so it's pretty much impossible to pee next to someone without seeing each other's dicks out of the corner of your eye. I'm guilty of looking and I know a lot of guys do it but I try not to be obvious about it. But anyway I wouldn't read anything into it.
