It's perfectly normal. People grow at different rates in different areas, but when you are older it should even out! :)

Im also 13, and have a deep voice, pubic hair and all that, even though mine is slightly bigger in yours, we are all different and all develop at deferent stages. Just give it some time, your still young!

There really is no "average size." Every guy is different, and is all based on factors such as, genetics. And yes, it will continue to grow. You are still young and still have years for you to develop!
