It can hurt to bottom if it's your first time and you are not used to it. Once you get used to the penetration it feels really good with the penis rubbing the male G-spot. The muscles are relaxed and more voluntary ("loose" I guess you're calling it) immediately after (during you want to keep it tight) but go back to normal tension every time. Nothing happens long term. And yes, it gets nice when it relaxes (loosens).
