No. Being overweight doesn't affect the actualy size. But, when you are overweight it is thought that is makes your penis LOOK smaller. This is do to proportions. Some people thing that for every ten pounds you lose, you gain "one inch" but this is technically not true. Really, weight does not affect the true size but maybe how it maybe look.

its certainly down to proportions, though you may be fat AND have a small penis, but that would be down to chance and genetics. Just because you are skinny during puberty, doesnt mean you will automatically have a large penis; your genes basically pre-determine that fact. So all combinations are possible.
