First of all, there's only service pack 2 :p
To address your main concerns, if you're out to purchase good software I recommend Trend Micro Pc-cillin Internet Security, which can be found at local electronics stores with a rebate for almost free or retail for something like $50 for a one year license. As for software to speed your computer up in general, download Crap Cleaner http://www.ccleaner.com/. Just install it and run the cleaner and you should have a lot of space freed up. If you know what you're doing then run the registry cleaner, but if you do not know what you're doing the registry cleaner could cause certain parts of Windows to stop functioning properly. I'm sure someone else will come along with free software, but nothing works quite like Pc-cillin. It's very effective at detecting problems, has an easy interface, and doesn't use much of your system's resources. It just takes a few minutes after installing to tweak the settings to your liking. Good luck.

I have XP SP3, RC1. There are also SP1 and SP0 (No Service Pack). SP3 will be released sometime before long. I've been running the Release Candidate for SP3 since End of November.
As for ways to speed up your computer, Startup Control Panel is a good program to use for some things.

It'll allow you to easily remove nonsensical junk from your Windows Login. Most things in there you can remove. If you've got a question about a specific item, feel free to ask. But, if you just uncheck them, you can always go back and recheck it.

I'm aware of that, but it's not officially released or in its final form, so the average user wouldn't have it installed. You have to hunt it down.

It's officially released as a RC. Not the Final release, but the RC is an official "released" RC.

You never know what people might have installed. Just because most people don't have it installed, doesn't mean someone else might not, even an average user might stumble across it and install it for whatever reason.

Service pack three is not in its final, stable form yet. It is merely all of the updates ever released for Windows XP in one package plus a couple things to increase compatibility with Server 2008. If you've kept Windows updated you do not even need to bother with it until its official release.

There are some changes in SP3 that aren't available from normal updates from Windows Update.

Be advised that when SP3 Final comes out, you will likely have to uninstall SP3 RC1 to be able to upgrade to SP3 final.

Overview of XP SP3
http://download.microsoft.com/download/6/8/7/687484ed-8174-496d-8db9-f02b40c12982/Overview%20of%20Windows%20XP%20Service%20Pack%203.pdf
It's free. It's just a bunch of updates. Microsoft released SP2 online and also let people order a CDROM with the update on it, but pulled it after a while. I don't know if they have any intentions of offering the free CD with SP3 or not.
It'll probably be somewhere between 330-340MB when it's released.
