By the sounds of it, he wants to. The limits are what you want to set them to. f you're OK with him touching you, let him, if not then don't. Conversely, if you want him to, and he doesn't then don't force him.

OP, the tone of your question sounds to me that you are not totally comfortable with jumping into something sexual with this guy. I think it just depends on how close you are to the guy and how much you trust him.
