Nope, the only option for that is "ignore." If someone's irritating you that much don't read their posts, or if they're harassing you, report the PM and the staff will look into it

I don't actually think vbulletin lets you fully block someone, I think the ignore list is as far as it goes. I'm not 100% positive on that one, but yeah.
