If you do need to bring it up, reassure him that it's okay, and that you're not mad at him (he probably thinks that you are). Let him know that it's okay for you to be asking you those questions, but he HAS to keep his hands to himself. 9/10 chances he'll understand.

I would do the same you did. I think it was very wrong for him to do that. Tell him being curious is normal, but to touch like that is wrong.
Since your brother showed his penis to a girl, that could get him into legal trouble.

Sexual actions with a sibling is called incest and is frowned upon or taboo according to society. I think if it makes you uncomfortable to have your brother touch you then you should let him know what he did was not alright with you. It is good that you had him stop however this is something that the beginnings of puberty can make a boy do. I would just not bring it up, imagine how awkward he feels now.
