I have never heard of that in my life and I don't even see how it would be possible for it to actually work..

Children who did/do this do not actually 'smoke' the candy. Smarties have an extremely fine consistency when crushed. If you crush them, pour them into your mouth, and then exhale through your mouth it looks a bit like an exhale of cigarette smoke. There is no 'getting high' off of it. It is an entirely pointless task.

Unfortunately, some kids don't have the reasoning skills to realize that if they take it a step further and actually inhale the powder, bad things can happen. It's rare, but there have actually been cases of maggots ending up in noses.
