If you're talking about sex in the narrow sense of something that would count as losing your viginity when done for the first time then I would say no, this is not sex.

On the other hand it is a form of sexual activity which, for me, would include anything that involved touching the other persons genitals with the intention to make them aroused and anything that brings someone to orgasm.

The obvious counter question is why does this matter? If you are concerned about the gay angle on this sexual activity with another guy does not turn you gay and occasional incidents may not even be a good indication of being gay.
