Erect or Unerect is the big question. Unerect, you're fine. Erect is a little bit small, but you are probably just a late bloomer, there is nothing wrong.

If you have finished puberty it would be too small but as I suppose you are getting into the puberty, it's normal.

How tall are you? One of my 5'0'' friends (who is also 14) has a penis that's ~0.8in. flaccid. (IDK erect, though). I think you're fine. My friend in question has not yet truly hit puberty. He doesn't have any hair besides his head, he is emotional and stubborn as a child would be, he has a hard time using logic, and he gets mad easily.

Point of the story, some people just don't hit puberty as early as others.
