well that depends how you want to look at it, this is a problem I've had for a while now with myself. Smoking is constantly damaging your insides and will more than likely bite you in the ass in 20 years time, while cutting isn't particularly hurting your internal organs but rather scarring both your body and your mind, in my opinion it's a catch 22 situation, what's the lesser of the two evils? well who knows really. if you haven't been smoking long I'd kick that to the curb now and try better ways of stopping self harming (http://www.virtualteen.org/forums/showthread.php?t=190748) because neither of those two things are doing you any favours, so even if you have been smoking a while I'd still try and quit.

Don't smoke! Cutting is better than smoking. Cutting won't give you cancer or Alzheimer's or anything else but scars. There's always a chance of infection but that's quite unlikely compared to the risks of smoking.
