Does anyone have balls that tend to stay "up?" I mean they come down when I'm warm, but most of the time they stay up. Anyone have the same experience?

Yeah that's pretty normal. They are meant to be a couple of degrees cooler than the rest of the body (35C as opposed to 37C), and stay close to keep warm. If you are hot, they will "loosen up" a bit

The testicles have an optimum working temperature of about 33 degrees Celsius.
If the surrounding temperature is higher, the scrotum will loosen to make the skin thinner to increase the surface area to volume ratio. This will allow for a greater heat delivery to the surrounding. Excessive heat needs to be release since it is detrimental for the proper synthesis of sperm cells and maturation in the epididymis. As a result, the balls hang 'loosely'.
If the surrounding temperature is lower than required, the skin of the scrotum will contract to increase the folding and hence thickens the skin layer. This will decrease the rate of heat loss and maintains the correct temperature. As a result, the balls are 'tight'.

I guess every one is different and what you say kinda fits with normal - your scrotum hangs more if it is hot. Also do your wear tight briefs most of the time

my balls very, when I'm cold their up and tight, when I'm hot they hang. I think it's the same with the penis, it tends to be shorter when it's cold and longer when it's hot.

He reason why they hang or stay up is because of the end bulbs of krause. When the testicles are warm they dangle. Colder they contract. Search it up!
