It's the transition between soft and erect...
For some, it may be a short time(negligeable rather)
And longer for some.
It depends on your nervous coordination and blood pressure and stuffs.

You might not be far enough along yet. I used to be only totally soft or totally hard, but now that I have developed more, I am often somewhere in between. It is pretty close to its full erect length, but not completely hard yet. That was my first real sign of puberty, it getting long and fat like that.

once you get to your final size and your hormones level off that will happen. When it all started for me, I just felt horney and hard all the time

Yeah it might jsut depend on age and stage of puberty - before I was either soft or rock hard but last few months I get a bit in between wich still feels ok

You eventually get so you can be sort of long and fat, and stay that way for a while before you get fully erect. It seems to happen as you get more developed.

It's just between hard and flaccid, I just have a 4 inch semi every day, no big deal
