Yes because they have 100+ posts. You just can't reply (as you already mentioned) back.

If it's a staff member you should be able to reply regardless of the fact that you have less than 100 posts

like Jess said since they have a 100 + posts they can send you a PM but you can not reply.
you can send and reply to VM.
