I'm not sure if you still need this or not but I've just covered these again in A-Level Maths, so I may be able to help.
The minus sign in an exponent simply means "one over". So if you have 2 to the negative 3, all you need to do to get rid of the negative is flip the first number, which gives you one over two. Of course you still have the three there so you just do the rest as if it's a regular exponent. So 1 cubed is 1, and 2 cubed is 8. Therefore, the resulting number is 1 over 8.

Basically, the negative sign stands for it's reciprocal.
It's just basic maths.
