As I said, it varies from person to person. There is no way of telling you which comes first because it could be different for every person.

There really is no "most boys" when it comes to puberty now. Everybody is on such a wide spectrum of development these days that it is hard to find an "average".
In my personal experience, pubic hair came first.

For a lot of guys the hair is first, but a lot of times it can be the deep voice first. I hate to tell you the same things the others have said, but puberty makes no sense and really varies with each person. Some guys can get the deep voice first and the hair second. Others get hair and develop an adult body but still have a little kid's voice. Each person varies when it comes to puberty which is why we can't give you a definite answer.

If your worried that your puberty is happening in the wrong order, then don't worry even if most of your friends are developing one way and you're developing another. If you look at a street at any given city, then you'll see all guys are different. As a result, all because you're different than others does not mean there's a problem.
