Cut means circumsied, where the extra foreskin is cut off. Uncut is not circumcised, where the foreskin covers the tip of the Penis. Healthwise, there isnt really any difference. Circumsision usually occurs at birth by the decision of the parents. Sometimes religious views have an effect on it.
