If he looks and smiles at you, he probably wants to know you better. Start a conversation with him, something very casual, you can start by asking him how is it like to live in Germany or something. See if you guys have anything in common, and then develop your friendship from there.

just go up to him and start a conversation ti try and get to know him better. he's from another country and is probably just looking for some friends. if you still feel its blatantly obvious that he's trying to flirt with you, then ask him about his sexual preference or something.
