You should be able to pull it all the way back. Try gently working with it to try getting it to do that. If you can't, there's a special cream you can get from a doctor's prescription that should fix the problem. Nothing for you to worry about though.

I had the same problem as you, but I don't have it anymore.

Firstly you need to stretch your foreskin. An ideal place would be the shower, since it loosens the skin. When your penis is erect, gently pull your foreskin back against the head of the penis. As the head attempts to pass through the foreskin it will stretch the skin a little. You need to gradually pull it back until you cannot do it anymore.*DO NOT FORCE IT RETRACTION YOU'LL HURT YOURSELF. This 'destroys' the cells (similarly to working out) then new cells form and it expands. When you do this your foreskin will increase in size. Repeat this until you can full retract it.

Things to keep note, make sure your penis is fully erect. And do this everyday for several week or even months. And take your time! You don't want to hurt yourself.

If you are under 11 then there's no real problem it will do it in it's own time if you are older then you need to go to the doctor and talk to him about it
