Just a quick question: Does VT allow for non-teens to be admins or moderators?

Age doesn't really matter.
There have been admins/mods over 19 before, I believe....
A staff member should correct me if I'm wrong o_0

You'll be hired as a teen though not as over 19 unless you joined before 19 then sure, if you past teen years when you're staff you don't get kicked off or anything.

Yeah, that would be rather cruel!
"You've been doing a great job as a staff member, but due to your age, you're fired! Get off this site at once!".
That wouldn't exactly be a good thing for an "employer" to do, even to volunteers.

I know for a fact that Ronnie (Scarface), Ant (Maverick) and David (CaptainObvious) were all 20+ by the end of their time as administrators.

I think all admins (and retired ones) rised to the position before turning 20.

Steph was also an Admin until she was 22 I think. Then there were past Admins such as Alex and Francis who definetly Admined into their 20's too. I believe there were also cases where there were mods aged 20ish too My view is that if the member is competent and still intuned to the community, then they should continue or be promoted in their role. Also, you do need people who are of a 'mature' age to be part of a management team who have experience. So for there to be people to be over 20 on staff isn't a bad thing.

Ben was definitely in his 20's at the end too. So basically 2 or three out of 10 before Val and I didn't make it into their twenties

Val, Jon and me didn't make it to 20, since i've been here. Mind you, since I was 16 at time of Admining, I would have to have been super human to make it to 20. If anyone can Admin this site and be active for more then 2 years in doing so, they have passion beyond passion.
