I'm looking for a good flash card app or IOS. Not just an app that brings up cards and tells you to answer them, a app that has an algorithm that brings up the cards that you getting wrong way more often then the ones your getting right. A good example is Anki. The computer version is free but the IOS app is $24.00! Is there any free or inexpensive apps that do a similar job?

Short answer: No.
Long answer: I've tried a few different flashcard programs. I don't remember all of them, but I know I've used quizlet before. None of them are very good. The algorithms are usually very simple. Most just bring cards up randomly. Some of the better ones will show you a card a few times more if you fail it, but then they go back to a random pattern.
I have the anki app and I think it's more than worth the money. It's much more customizable than any other flashcard app and its algorithm is much more sophisticated. If you don't want to spend the money on the anki app, you could just use the computer version. Basically, there are many free flashcard apps that are all similar, but none have the functionality of anki.
