I'm 19 and African American during puberty we go through the same changes as other guys of any other race

It's exactly the same.
Your skin can be black, white, green, purple, or blue (not very healthy :P), and the exact same things happen to your body in puberty.

From watching people at my school, I think you guys start sooner and get hairier much quicker.
